It is the theory which state that our universe was  ones very small and it became in this state   by a very big explotion this is called the big bang theory . In my opinion it would be true than the steady theory which states universe is like this every time  I says it would be false because we know several changes occurs in our universe like entering of  several smaller and bigger things .
